On May 1, 2025, the National Institutes of Health (NIH) announced a new award structure for foreign subawards. NIH cites that efforts to maintain strong, productive, and secure foreign collaborations require additional transparency and reporting processes. While this new structure is being developed, NIH also announced that it will cease issuing awards to domestic or foreign entities (new, renewal, or non-competing continuation) that include a subaward to a foreign entity, effective immediately. This change in the foreign subaward structure is alarming and unnecessarily risks domestic and global public health.
